Estimado Sr. Presidente-electo Vincente Fox Quesada:
Este es un momento histico, no solo para México, sino para el mundo integral, para la especie homo sapiens. Necesitamos la respuesta de la pregunta más grande: ¿En qué rumbo podemos encontrar la posibilidad de la sobrevivencia de la humanidad? En este momento histórico, grandes fuerzas populares en México han realizado una apertura al futuro, una apertura en lo que usted tiene la oportunidad de conseguir un puesto internacional como líder hacia un futuro para la humanidad, un líder no solo de la sociedad civil que crece aquí en México, sino de las fuerzas populares en todo el mundo latinoamericano.
En este momento histórico, sin lugar a dudas, la humanidad tiene la capacidad de cambiar profundamente todas las condiciones de la naturaleza, de la escala submicroscópica (manipulación de la materia genética, el núcleo de todos seres vivos, plantas y animales), a la escala mundial (cambios climáticos, erradicación de los bosques y creación de los desiertos, fortalecimiento de la letal radiación ultravioleta a la superficie del mundo). La tragedia incalificable, la tragedia atroz, la tragedia suprema es que ahora el mundo viviente esta siendo destrozado, junto con el sufrimiento extremo de miles de millones de personas pobres. La tragedia es precisamente, que no es necesaria, ni la destrucción, ni el sufrimiento tampoco. No son leyes de la naturaleza. Tanto una como el otro son creaciones de la llamada Civilización Occidental, la forma dominante de la organización social actualmente en casi todo el mundo.
Las fuerzas populares que, finalmente, hacen añicos al poder supremo del PRI, son expresión de la realización que la tragedia es una construcción social, una tragedia evitable. Por ello usted será el Presidente de la Republica para el proximo sexenio. Sin embargo, este período será muy peligroso, muy crítico para los mexicanos y mexicanas y el resto de la humanidad. Las mismas fuerzas populares existen, la misma realización existe en muchas otras partes del mundo, como se muestran, por ejemplo, las movilizaciones gigantes e internacionales para protestar las acciones del Banco Mundial, la Organización del Comercio Mundial, el Fondo Monetario Internacional, etc.
Hay en formación una sociedad civil de bases locales vinculadas para ganar voz transnacional y para reclamar el mundo para toda la humanidad. En frente de esta sociedad civil internacional que surge rápidamente, las fuerzas del gran capital, por medio de las naciones-estados, aumentan la represión, tratando de mantener el status quo. Por eso, el conflicto surge, y es un tiempo lleno de peligro.
Por supuesto, las fuerzas más poderosas al servicio del gran capital son las fuerzas armadas de los Estados Unidos. En este momento, ese país es el más poderoso, tanto en el mundo como en la historia. Todas sus fuerzas estan listas a prevenir cualquier iniciativa de terminar con la mala distribución de la riqueza en el mundo; injusticias grandes creadas por el sistema de la globalización económica, producto del capitalismo histórico.
La primera prioridad de los Estados Unidos es; mantener el status quo, en el que ese país bañándose en riqueza despoja a las otras partes del mundo de sus recursos naturales y de sus productos hechos por trabajo barato. En consecuencia los Estados Unidos deben mantener la pobreza de la mayoría de América Latina, y específicamente la de México. Por consiguiente, Sr. Fox, fue rechazada su iniciativa para renegociar el Tratato de Libre Comercio entre México, Canada y Estados Unidos; cuando Ud. visitó Canada hace unas semanas, y también en los Estados Unidos su propuesta para el tránsito libre de las personas a la frontera fue rechazado. No será nunca posible el bienestar de los mexicanos y mexicanas mientras que México pretenda amoldarse al sistema del capitalismo global. Por ello, su intento para combatir la pobreza no es suficiente sin un cambio profundo del rumbo económico. Y aquí enfrenta el peligro. Aquí es el talón de Aquiles de su administración, su sexenio.
El peligro existe en dos niveles, nacional e internacional. Dentro de México hay muchas fuerzas del status quo: grandes empresarios, cárteles de las drogas, los multimillonarios, grupos políticos deseando sobre todo recuperar el poder político y quieren el fracaso de las iniciativas de su administración, y otros grupos con intereses retrógrados. El sistema político tradicional en México no le ayuda a combatir esas fuerzas; por el contrario, este sistema es una selva sofocante en el que, si falta una estrategia no tradicional, Ud. será tragado. Sin embargo, existe ahora en México una fuerza diferente y progresiva, una fuerza nacida del nuevo entendimiento con el terremoto de 1985, con la incapacidad del gobierno, es decir el gobierno del PRI, a enfrentar y resolver problemas reales, una fuerza que creció gradualmente, madurando, y finalmente, el día 2 de julio, con un poder explosivo, gritó ¡Ya basta!
Un año antes, ninguno había pensado posible una explosión política tan poderosa, y ahora, es historia. Existe la oportunidad de una movilización integral de la sociedad civil sin precedencia en beneficio del gobierno en este sexenio, su gobierno. La fuerza combinada del gobierno federal en una alianza junto con la sociedad civil sería suficiente para mantener las políticas progresistas, políticas que ayudarán a la mayor parte de los mexicanos, especialmente a los pobres. Con esta opción sería una verdadera explosión de las fuerzas creativas en todo el país, una verdadera recreación de México.
Pero, queda el peligro a nivel internacional. Cada vez que en la historia de Latinoamérica, el gobierno de un país ha intentado hacer un cambio fundamental para el bienestar real de la población integral, se tuvo que enfrentar a la intervención de los Estados Unidos. La cultura de la codicia, ya dominante en los Estados Unidos, y claramente presente en las fuerzas del capitalismo global, no dejará a ningún país "fuera del Primer Mundo" para desarrollarse en forma que beneficie a su propio pueblo. Recordamos facilmente Mohammad Mossedegh en Iran en 1953, Jacobo Arbenz en Guatemala en 1954, Fidel Castro en Cuba en 1959, Julius Nyerere en Tanzania en 1962, Michael Manley en Jamaica en 1972 (y 1992), Salvador Allende en Chile en 1973, Daniel Ortega en Nicaragua en 1979, Maurice Bishop en Granada en 1983, Jean-Bertrand Aristide in Haiti en 1991, Nelson Mandela en Suráfrica en 1994, etc.
Para destruir la capacidad de los Estados Unidos para continuar robando a México (y a los otros países latinoamericanos), se necesita una forma de ayuda mutua entre todas las sociedades de Latinoamérica, sociedades con una población de 517.3 millones. Así se logrará la independencia sobre la tiranía del capitalismo global y de la avaricia de los Estados Unidos. Los recursos de estas partes del mundo son inmensas, recursos energéticos, recursos agropecuarios, recursos del agua, recursos forestales, recursos de la biodiversidad, recursos minerales, recursos industriales, recursos culturales y sobre todo recursos humanos, el espíritu, la capacidad, la energía y la generosidad de los pueblos. Es falso el mito que el desarrollo del llamado "Tercer Mundo" depende de la "ayuda" del "Primer Mundo", totalmente falso.
El crecimiento rápido del movimiento popular por todas partes de latinoamericana va a continuar porque las condiciones impuestas por los programas del llamado "reajuste estructural" de las organizaciones financieras globales van a continuar la mundialización de la miseria. No hay ninguna posibilidad de que México pueda evitar ese empobrecimiento, a menos que se rompan las cadenas de capitalismo global, cadenas que claramente, los pueblos en todos los países latinoamericanos quieren romperlas. Aquí está la apertura al futuro, una apertura histórica. Impulse el desarrollo de la sociedad civil por todas partes de Latinoamérica, unifique al México y a los otros países por pactos de ayuda mutua en todas las áreas: la económica, los alimentos, etc. México no es Granada, ni Panama. Bajo estas circunstancias los Estados Unidos no osaría a atacar con sus fuerzas armadas. Unidas, México y el resto de Latinoamérica pueden cambiar la historia, para el bienestar de homo sapiens y de la bioesfera.

Summary: An open letter to President-elect Vincente Fox with my understanding of reality.
The honorable President-elect Vincente Fox Quesada:
This is a historic moment, not only for Mexico, but for the entire world, for the species homo sapiens. We need to answer the greatest question: Along what path can we find the possibility for humanity's survival? In this historic moment, great popular forces in Mexico have made an opening to the future, an opening in which you have the opportunity to fulfill an international position as a leader towards a future for humanity, a leader not only of the civil society that is growing here in Mexico but of the popular forces in the entire world of Latin America.
In this historic moment, without any question, humanity has the capability to change profoundly all the conditions of nature, from the submicroscopic scale (manipulation of genetic material, the nucleus of all living beings, plants and animals) to the world scale (climatic changes, eradication of forests and creation of deserts, strengthening lethal ultraviolet radiation on the earth's surface). The indescribable tragedy, the awful tragedy, the supreme tragedy is that the living world is now being destroyed, together with the extreme suffering of thousands of millions of poor people. The tragedy is, precisely, that it is not necessary, neither the destruction nor the suffering. They are not laws of nature. Both are creations of so-called Western Civilization, currently the dominant form of social organization in almost all the world.
The popular forces which, finally, have shattered the supreme power of the PRI, express the realization that the tragedy is a social construction, an avoidable tragedy. Because of that you will be President of the Republic for the next six-year period. However, this period will be a very dangerous time, very critical for Mexican men and women and for the rest of humanity. The same popular forces exist, the same realization exists in many other parts of the world, as is demonstrated, for example, by the gigantic international mobilizations to protest the actions of the World Bank, the World Trade Organization, the International Monetary Fund, etc.
A civil society is forming, made up of local grassroots groups linked together to achieve a transnational voice and to reclaim the world for all humanity. Confronted with this international civil society which is surging rapidly, the forces of giant capital, by means of the nation-states, are increasing the repression, trying to maintain the status quo. Because of that, the conflict is surging, and it is a time full of danger.
Of course, the most powerful forces in the service of giant capital are the armed forces of the United States. At this moment, that country is the most powerful, in the world as also in history. All its forces are ready to prevent any iniciative to put an end to the maldistribution of wealth in the world, great injustices created by the system of economic globalization, a product of historical capitalism.
The first priority of the United States is to maintain the status quo, in which that country bathes in wealth stripped from other parts of the world, their natural resources and their products made by cheap labor. Consequently the United States must maintain the poverty of the majority of Latin America, and specifically that of Mexico. Consequently, Mr. Fox, your iniciative to renegociate the North Atlantic Free Trade Agreement between Mexico, Canada and the United States when you visited Canada some weeks ago was rejected, and also in the United States your proposal for free movement of people across the border was rejected. The wellbeing of Mexicans, males and females, will never be possible while Mexico tries to conform itself to the system of global capitalism. Therefore, your attempt to fight poverty is not sufficient without a profound change in economic direction. And here you confront the danger. Here is the Achilles' heel of your administration, your six-year term.
The danger exists at two levels, national and international. Within Mexico there are many forces of the status quo: big businessmen, drug cartels, multimillionaires, political groups who desire above all to recover political power and who want the iniciatives of your administration to be a disaster, and other retrograde interests. The traditional political system in Mexico will not help to fight these forces; on the contrary, this system is a suffocating jungle in which, if you lack a non-traditional strategy, you will be gobbled up. However, there now exists in Mexico a different, progressive force, a force born from the new understanding, with the earthquake of 1985, of the inability of the government, that is to say the PRI government, to face and resolve real problems, a force that grew gradually, matured, and finally, on the 2nd of July, with an explosive power, screamed Enough!
A year ago, nobody thought a political explosion of such power was possible, and now, it is history. The opportunity exists for an unprecedented complete mobilization of civil society in the interest of the government in this six-year term, your government. The combined force of the federal government in alliance with civil society would be sufficient to maintain progressive policies, policies that would aid the largest number of Mexicans, especially the poor. With this option there would be a veritable explosion of creative forces throughout the country, a true re-creation of Mexico.
But, the danger at the international level remains. Each time in the history of Latin America, when the government of a country tried to make a fundamental change for the real wellbeing of all the people, it was faced with intervention by the United States. The culture of greed, still dominant in the United States, and clearly present in the forces of global capitalism, will not let any country "outside of the First World" develop in a way that benefits its own people. We easily recall Mohammad Mossedegh in Iran in 1953, Jacobo Arbenz in Guatemala in 1954, Fidel Castro in Cuba in 1959, Julius Nyerere in Tanzania in 1962, Michael Manley in Jamaica in 1972 (and 1992), Salvador Allende in Chile in 1973, Daniel Ortega in Nicaragua in 1979, Maurice Bishop in Granada in 1983, Jean-Bertrand Aristide in Haiti in 1991, Nelson Mandela in South Africa in 1994, etc.
In order to destroy the ability of the United States to continue robbing Mexico (and the other Latin American countries), it's necessary to have a form of mutual aid among all the societies of Latin America, societies with a population of 517.3 millions. That way they will gain independence from the tyranny of global capitalism and from the avarice of the United States. The resources of these parts of the world are immense, energy resources, agricultural and livestock resources, water resources, forest resources, resources of biodiversity, mineral resources, industrial resources, cultural resources and above all human resources, the spirit, ability, energy and generosity of the people. The myth that development of the so-called "Third World" depends on the "aid" of the "First World" is false, totally false.
The rapid growth of the popular movement in all parts of Latin America will continue because the conditions imposed by the programs of so-called "structural adjustment" of the global financial organizations will continue generating world-wide misery. There is no possibility that Mexico can avoid that impoverishment, unless it breaks the chains of global capitalism, chains that clearly the peoples in all Latin American countries want to break. Here is the opening to the future, an historic opening. Stimulate the development of civil society throughout Latin America, unify Mexico and the other countries by a pact of mutual aid in all areas, economic, food independence, etc. Mexico is not Grenada, nor Panama. Under these circumstances the United States would not dare to attack with its armed forces. United, Mexico and the rest of Latin America can change history, for the wellbeing of homo sapiens and the biosphere.
