I've been listening to the LAPD police scanner for the past hour. I need to bone up on my cop codes, but it sounds like a full out police riot. They just announced that LA is in a City Wide Tactical Alert until further notice. If I'm correct that's one level up from where they're at now.
LAPD declares a citywide tac alert every time it wants to hold officers over so they can't go end-of-watch. The idea is to keep potential manpower available, whether or not they are ever used. It's a low state of readiness, actually lower than where it sounds like they'd be from reports on this site.
