On any given night, more than 44,000 homeless individuals are on the streets or in emergency shelters of LA County. Measure H, the recently adopted sales tax approved by taxpayers, is meant to fund the varying needs of the County’s unhoused households, ranging from emergency shelters to service-enriched permanent housing. The Measure is designed to produce 5 million/year for 10 years.

Approximately 15 years ago, virtually every jurisdiction in Southern California developed plans to end homelessness within 10 years. Most plans failed miserably. Others were more successful, but none have reached their goals of ending homelessness.

Measure H is meant to aid in making homelessness a thing of the past. While chronic homelessness is still a compelling issue, there is a recent uptick in some jurisdictions in newly homeless persons who have more recently fallen through California State and federal safety nets.

Some of the funding options—such as emergency shelters included under Measure H—are inconsistent with the “best practices” to end homelessness that the Department of Housing and Urban Development endorses. HUD will not fund such alternatives. Equally controversial is the Measure H funding set aside for rent subsidies, which will run out in 10 years. It is not known what will happen to subsidy recipients after the Measure H funds run out.
